Enrile wants vote on Manny Villar by Wednesday

January 31, 2010

Senate President Juan Ponce Enrile wanted senators to decide by Wednesday, the last day of Congress
session, on the “fate” of Sen. Manuel Villar Jr. who was found guilty of unethical conduct in a Senate committee of the whole report on the C-5 road controversy even if debates on the issue takes overnight, Majority Leader Juan Miguel Zubiri said.

“He (Enrile) sent a blast text message to all majority members that this is a conscience vote and he will not bind the members of the majority to vote either in favor or against (the report’s findings and recommendations). It’s up to us as to what we have seen in the evidence in the committee report,” Zubiri said, referring to the committee of the whole report on the alleged unethical conduct of Villar.

In a radio interview, Zubiri revealed that he recently received instructions from the Senate chief to schedule the debates and final voting on committee report No. 780 by Wednesday, their last day of plenary session before they go on another round of congressional break.

The majority leader was specifically told by Enrile to ensure that there will be voting on the panel report.

“Napaka-proper niya. Siguro, ayaw niyang ma-ka-offend.

Manny Villar’s criminal prosecution possible — Enrile

January 28, 2010

A “guilty” verdict in the Senate committee of the whole (Scow)’s probe into Sen. Manuel Villar Jr. on the charge of ethical misconduct, does not translate to his expulsion, as he can continue being a lawmaker even if findings and recommendations on him in the committee report surrounding the C-5 controversy are carried by the Senate.

A censure is neither a suspension nor an expulsion of a member of Congress, or more specifically, a Senate member.

Senate President Juan Ponce Enrile said this yesterday, adding, however, that criminal prosecution and imprisonment of Villar is possible, if the case is pursued before the courts.

“He will continue to be a senator. And all we will be saying is ‘don’t engage in this misconduct anymore. Don’t repeat this misconduct. If he continues to do it, the Filipino people will say: ‘Tell your senator colleagues so that they will know that the money that was taken from the budget was used for your project from which you benefited,’” Enrile said in a radio interview yesterday.

Enrile said it will be up for the courts to decide on the fate of Villar, in which jail term is among the possible penalties.

Enrile dares Villar to dispute bribe try

January 27, 2010

Senate President Juan Ponce Enrile yesterday virtually challenged Sen. Manuel Villar Jr. to dispute his claims of a bribe try on him which the head of the Senate made on record.

“I welcome any interpellation on that,” Enrile said, referrring to the attempt by Villar to strike a deal with him during a luncheon meeting sometime in August last year in exchange for a favorable resolution on the C-5 road extension project controversy where he is alleged to have anomalously funded.

“I had a companion when this lunch took place. Villar came alone. He had no companion. I was expecting that he would be accompanied by somebody. But evidently, he did not bring anybody simply because he was going to talk the way he talked,” Enrile said.

“We have no reason to fabricate these things and I think the gentleman knows where the truth lies,” he added.

Villar, on the other hand, insisted that no such bribe attempt or even offer of help to the veteran lawmaker took place in that meeting, but he also refuses to bring this up in the Senate, preferring to deny this bribe charge and other charges leveled against him through the media, along with his Nacionalista Party spokesmen making the rounds of media and denying the bribe offer made to Enrile.
