New Plunder Raps VS Gloria Arroyo

THE charges keep on coming.

Former President Gloria Arroyo was again charged with plunder yesterday, this time in connection with the illegal disbursement of Philippine Charity Sweepstakes Office funds. It was the fourth plunder complaint filed against Arroyo.

Aside from plunder, charges of graft and malversation of public funds were filed against the former president and former PCSO general manager Rosario Uriarte before the Office of the Ombudsman.

Bayan Muna Representatives Teddy Casiño and Neri Colmenares filed the complaint.

“We come now to accuse former President Arroyo and former PCSO general manager Uriarte of graft, malversation and plunder involving at least P325 million in PCSO funds that should have gone to the poor but instead were illegally used for other purposes,” the two solons said in their 10-page complaint.

They said the two accused amassed ill-gotten wealth amounting to P50 million for personal gain.

They stressed that what has been stolen in the PCSO, under the administration of Arroyo, is money for the poor and money that should have been used to cure those who could not afford to get sick, feed those who could not buy food, build homes for the homeless.

“Charity, they say, begins at home. But for the PCSO, charity begins in Malacañang,” they said.

The expressed suspicion that part of the PCSO funds was used for “political largesse” for Arroyo to retain the loyalty of public officers and for electoral purposes.

The lawmakers noted that Uriarte requested a total of P325 million for PCSO’s intelligence or confidential fund, of which at least P150 million came from its Public Relations Fund.

“This latest request has the largest amount involved among the other intelligence/confidential fund requests since 2008. GMA approved the same as shown in her ‘OK’ in request letters themselves. Diverting funds from the operational expense, which is subject to regular auditing, to intelligence fund which is not subject to regular auditing, clearly exposes the intention of both Arroyo and Uriarte to disburse the said funds,” they added.

“Both President Arroyo and Ms. Uriarte practically took much needed funds for the medical needs of the sick and other social services for the poor. Under the PCSO charter, any savings from operations or any other income of PCSO should go to the charity fund.

PNoy urged to tap PCGG to probe GMA

President Benigno Aquino III’s legal adviser has urged him to look into his late mother’s first executive order (EO) to address perceived defects in his first EO.

Retired Justice Magdangal Elma, presidential adviser for special concerns, is recommending the transfer of the Presidential Commission on Good Government (PCGG) from the Department of Justice to the Office of the President.

She wants Aquino to direct the PCGG to investigate cases of graft and corruption under the Arroyo administration.

“The PCGG has more extensive powers to investigate, file and/or prosecute graft and corruption cases under EO No. 1, series of 1986, than the Philippine Truth Commission under EO 1, series of 2010, and that the PCGG’s powers had been recognized and/or settled in a number of cases decided by the Supreme Court,” she said.

Elma cited Section 2(b) of then-President Corazon Aquino’s EO 1, series of 1986, that allows the chief executive to assign cases of graft of corruption to the PCGG for investigation “from time to time,” aside from its task of recovering all ill-gotten wealth of the Marcoses.

She added that the said EO is a law, having been issued by Aquino when she was still exercising legislative powers under the provisional or “freedom constitution.”

Elma pointed out the EO has not been repealed, and that funds are appropriated for the agency annually.

She cited a Supreme Court decision in Cojuangco, Jr vs PCGG et al, GR 92319-20, October 20, 1990, that states:

“Upon the creation of the PCGG under Executive Order No. 1 issued by President Aquino, the PCGG was charged with the task of assisting the President not only in the recovery of ill-gotten wealth or unexplained wealth accumulated by the former President, his immediate family, relatives, subordinates and close associates but also in the investigation of such cases of graft and corruption as the President may assign to the Commission from time to time and o prevent a repetition of the same in the future.”

Elma served as PCGG chairperson under the Estrada administration.

WRITERS atthe presscon of “Loving You” kidded JC de Vera for being so desirable that Yasmien Kurdi (his current ka-love team), Pauleen Luna and Michelle Madrigal (both his ex-girlfriends) are said to be feuding over him. “What is it that you have na dahilan para hindi ka nila malimutan at pag-awayan ka?” they asked him.

“I don’t know,” he laughs. “Hindi naman siguro ako ang dahilan kung totoo mang nagde-dedmahan sila at may word “war” pa raw. Ayoko namang makialam at baka lumala pa. Naguguluhan nga ako, e. Anyway, sinabi na naman ni Yasmien na hindi siya nagseselos kay Michelle o kay Rhian Ramos man. I just pray na sana, kung anuman ang gusot between them, maayos na. Wala na lang mga away at intriga.”

But what can he say to Yasmien’s statement that her loveteam with Rainier Castillo is more appealing to the fans? “I asked her about it and she said hindi naman ganun ang pagkasabi niya. Like me, she believes it’s best na pahinga muna ang love team namin so people won’t get tired of us easily.

KC Concepcion was Richard Gutierrez’s high school crush

KC CONCEPCION have signed up last Thursday with GMA Films for the Valentine movie she’s doing with Richard Gutierrez. This was held at the GMA Network office and this time, it’s Richard’s turn to escort KC around after she guided him in their pictorial at the ABS camp last Tuesday.

Their movie is entitled “When I Met You” (based on an APO song) and will be written and directed by Joey Reyes to be partly filmed in Paris and scheduled to open on February 11. They will start shooting in September after the first Richard-KC movie under the Star Cinema banner is shown in August. KC calls her leading man Chard while Richard calls her Kayce. It’s apparent that they’re very much comfortable in each other’s company.

‘Dear Heart’ movie, sagrado kay Sharon

Hinintay naming matapos ang presscon ng Caregiver ni Sharon Cuneta sa Studio 1 ng ABS-CBN para tanungin si Megastar kung totoong inalok ang anak niyang si KC Concepcion ng GMA-7 para sa Darna.

Inalam na rin namin ang reaction niya sa balitang ire-remake ng Viva Films ang Dear Heart, kung saan ang magiging bida ay ang anak ni Robin Padilla na si Queenie.

Say ni Sharon, “Ang alam ko, she (KC Concepcion) was being offered to do Darna. Hindi ko lang alam kung okey na. Ang alam kong sigurado na ay ’yung movie na pagtatambalan nila ni Richard Gutierrez.”
