Senate Pres. Manny Villar tops performance rating poll

Senate President Manuel Villar Jr. topped the Social Weather Stations survey on public satisfaction ratings that found 67 percent satisfied and 15 percent dissatisfied with his performance, followed by Vice President Noli de Castro, who obtained a 66 percent satisfaction rating with 18 percent dissatisfied.
Supreme Court Chief Justice Reynato Puno moved from the negative net ratings to the positive slot, with 33 percent saying they were satisfied with his performance while 30 percent expressed satisfaction, earning a net positive 2 percent in net satisfaction ratings.
Speaker Prospero Nograles, who has held the position for only two months, obtained a 24 percent satisfaction rating, with 35 percent expressing dissatisfaction with his performance.

THE joint seismic study agreement the Philippines struck with China in 2004 preparatory to oil exploration in the disputed Spratlys covers an area that laps the western shores of Philippines, Malaya was able to establish yesterday.
The agreement has been kept secret by the Philippine government, but Malaya was able to secure a copy of Annex “A” which delineates the boundaries of the area covered.
At its farthermost eastern edge, the area is around 25 kilometers from the southern tip of Palawan. At its northern boundary, the area abuts the Malampaya oil field and includes an area the Philippines had long awarded to a British company for oil exploration.
Of the total 142,886 kilometers, around 24,000 square kilometers clearly belong to the Philippines and fall outside the areas in the Spratlys which are claimed either in whole or in part by the Philippines, China, Vietnam, Taiwan, Indonesia and Brunei.

Vice Pres. Noli called on to quit for staying on sidelines

For staying on the sidelines over the tumult triggered by the exposés into the alleged anomalous $329.5-million National Broadband Network (NBN) deal, Vice President Noli de Castro has also been called on to quit his post along with President Arroyo to make way for a “transitional government.”
According to Akbayan Rep. Ana Theresa “Risa” Hontiveros-Baraquel, De Castro has been taking too long to state a stand on the NBN issue, showing that he is taking a “wait-and-see” tack on the matter, and therefore should not be among those who should be considered to be a part of the transition government that would take over once Mrs. Arroyo resigns or is ousted from Malacañang.
Hontiveros-Baraquel said De Castro’s call for the scrapping of Executive Order 464, which prohibits the members of Mrs. Arroyo’s Cabinet and other government officials from testifying in legislative investigations, came too late to make an impression in the efforts to challenge the President’s oppressing and curtailing ways.

NEARLY three years after she called for President Arroyo’s resignation, former president Corazon Aquino yesterday said resignation is the “least disruptive solution to give way to a credible government that can lead by example.”
“That is why the most noble way out of the moral crisis would be for the President to resign… This critical time calls for a strong moral leadership, which clearly she is no longer in a position to provide,” Aquino said at the 2nd general membership meeting of the Makati Business Club at the Manila Intercontinental Hotel.
Aquino first called for Arroyo’s resignation in 2005 amid the scandal generated by the “Hello Garci” wiretapped recordings between Arroyo and former elections commissioner Virgilio Garcillano.
Arroyo is accused of manipulating the elections to ensure her victory. In the “Hello Garci” recordings, Arroyo was heard asking Garcillano about a lead of one million votes over Fernando Poe Jr., her closest rival in the 2004 presidential elections.

PRESIDENT Arroyo will not attend the yearly flag-raising ceremony at the People Power Monument, which serves as the highlight of the Edsa 1 anniversary celebrations.
It would be the first time that the President would not join the ceremony, except in February 2006 when no celebration took place because of the alleged coup attempt by the opposition, Leftists and military “adventurists” to grab power from her.
Brig. Gen. Romeo Prestoza, commander of the Presidential Security Group, said they were not advised that Arroyo would go to the People Power Monument. He said it may have something to do with the scheduled rallies.
The rallies scheduled for today are meant to press for President Arroyo’s ouster on the ground that she has lost the moral authority to govern. The renewed resign calls were triggered by allegations of payoffs surrounding government’s national broadband network project.

3 witnesses ready to talk on 2004 poll fraud

Three new witnesses are willing to bare all on the systematic cheating operations in Mindanao, where President Arroyo supposedly got the crucial numbers that gave her the presidency through a 1 million vote-lead over opposition candidate Fernando Poe Jr. in the 2004 elections.
The vote-rigging scandal that was exposed through the so-called “Hello Garci” tapes implicating the First Couple, is expected to be revived soon with the three new witnesses who were part of the fraud operations in the region.
At least three of them (witnesses) are now willing to testify and tell all on their alleged massive cheating operations, according to Sen. Rodolfo Biazon, who was approached by the three last week.
Biazon, however, said the Senate will first assess what the three are willing to divulge before making a decision on whether to revive the hearings on the Hello Garci scandal.
Biazon, chairman of the Senate committee on national defense and security, was on top of the probe into the Hello Garci tapes scandal two years ago. The Senate inquiry focused on the alleged participation of four military generals in the poll fraud operations.
